Rother District Council (‘the Authority’) sought a suitably qualified and experienced Contractor to deliver a spine road to serve a residential development in Battle, East Sussex.
The Blackfriars site in Battle has been identified in the Council’s local planning documents and Corporate Plan as a site for residential development for many years.
The site is approximately 16 hectares (40 acres) in size, though only around 7 hectares are considered suitable for development. Past attempts to develop the site as a whole have been unsuccessful, principally due to complex topography and ground conditions. Development of this site is predicated on the delivery of a new spine road, traversing the site from north to south which would facilitate residential development.

II.2.4) Description of the procurement
The intention of this works contract is to build out the spine road in its entirety. There must be flexibility within the programme to pause work on site should acquisition of third-party land be protracted, or to progress the construction of the road expeditiously once acquisition has taken place.
In the unlikely event that the CPO is not approved, construction will take place on Council-owned land only. The tender sum (fee) should therefore be broken down to cover the following scenarios:
Construction of the entire road with no break or pause in construction
Phased development, subject to CPO timescales
Development on RDC land only, should CPO fail
The delivery of a spine road to serve residential development, with vehicular access off Harrier Lane and The Spinney, inclusive of drainage, services and infrastructure works in accordance with Planning Permission RR2019/604/P.
The spine road will be built to adoptable standard, and will be adopted by the local Highway authority (East Sussex County Council)
