Description of the goods or services required

The purpose of this tender is to ensure strong financial governance, early identification of risk and due diligence for sport in Wales. The current finance and financial governance support package is provided by an independent consultant. This current contract comes to an end on 31st March 2021. The new contract will commence on 1st April 2021 and will be awarded for 24 months with an option to extend for a further 12 months if both parties are willing to do so.

Setting high aspirations for how the sport sector is governed and led is central to our purpose of enabling sport in Wales to thrive. Sport Wales is commissioning a total of 3 packages of work (including this one) to run concurrently for 24 months with an option to extend for a further 12 months if both parties are willing to do so. These focus on governance support; finance and financial governance support; and governance assurance.

We are seeking a partnership(s) that can be flexible, agile and adapt to the needs of a changing sector that enables the sector to thrive and be seen as leading in Governance.

Total quantity or scope of tender

The number of days anticipated in this 24-month contract will be approximately 30 days per annum, inclusive of report preparation and quarterly review meetings. This is an estimation based on the potential needs of partners.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The successful applicant will be expected, as a minimum:

1. To provide appropriate financial support and advice to a range of identified NGB partners and other strategic partners (e.g. StreetGames, Urdd Gobaith Cymru, Regional Sport Partnerships, etc.) as required. This support could range from 'basic' support for non-financial managers to more advanced support around risk management, scenario planning and for partners aiming to align their budgets to strategic objectives.

2. To deliver and contribute to the development and continuous improvement of a high-quality finance and financial governance service for Sport Wales.

3. To contribute to the development and continuous improvement of appropriate finance and financial governance documentation, as requested.

4. Using a demand driven and learning led approach, the support package will need to be flexible to allow for new activities and / or deliver additional support activities where there is a specific demand.

5. Areas of focus will need to be structured by the successful applicant using a risk/intelligence-based approach in consultation with the Sport Wales internal governance team and its Senior Leadership Team.

6. To ensure added value is inherent in the scope of the commission, Sport Wales is seeking finance and financial governance support that goes above and beyond training and compliance, adding value by identifying emerging practice and including suggestions where finance and financial governance may be enhanced or improved.

7. To ensure that the sector has the capability, capacity and confidence to enable them to excel in this area of work by helping develop and deliver development opportunities that meet the needs of partners. Where weaknesses are identified, propose ways of improving and where strengths are identified, share learning.

8. Liaise effectively with the Sport Wales Senior Leadership Team, the governance team, the Financial Governance Officer and other staff as required to ensure efficient and effective delivery of finance and financial governance support.

9. Offer advice and other support as required to ensure that Sport Wales and partner processes remain current, compliant and effective.

Sport Wales expects the successful applicant to ensure that staff / consultants appointed to support partners are appropriately experienced and hold the requisite qualifications. As a minimum all consultants would be required to have at least 5 years’ experience in providing finance and financial governance expertise and advice to support a range of organisations.

As well as face to face and ‘virtual’ partner meetings the successful applicant will also be expected to attend quarterly review meetings with Sport Wales, where your named representative(s) will present findings, highlight risks and report on partner progress made against the Capability Framework requirements.

Tendering organisations will be expected to deliver the work flexibly, both face-to-face and virtually.
