Abstract

Total quantity or scope of tender

The number of days anticipated in the potential 36-month contract will be approximately 100 days inclusive of report preparation and quarterly review meetings. This is an estimation based on the potential needs of partners.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The successful applicant will be expected, as a minimum:

1. To carry out governance assurance reviews across identified partners (NGBs and other strategic partners e.g. StreetGames, Urdd Gobaith Cymru) in line with the new Capability Framework (Here). The key governance areas include: Structure (Governance Structure and Board / Committee Composition); Strategy (Strategic / Development Planning); People (Leadership and Wellbeing; Standards, Systems and Controls (Organisational Policy); Ethics and Integrity; Finance; and Risk Management. The reviews should consider ‘hard’ governance but also focus on the ‘softer’ aspects of governance including organisational behaviours, values, culture, ethics and integrity.

2. To provide appropriate governance support and advice to a range of identified NGB partners and other strategic partners as required.

3. To understand the Sport Wales Strategy, our new approach to working in a complex environment where learning and continuous improvement drives our work, and, in this context, to proactively contribute to the development of a high-quality governance and assurance programme.

4. To contribute to the development and continuous improvement of appropriate governance and assurance documentation, as requested.

5. Using a demand driven, learning led approach, the support package will need to be flexible to allow for new activities and / or deliver additional support activities where there is a specific demand.

6. Areas of focus will need to be structured by the successful applicant using a risk / intelligence-based approach in consultation with the Sport Wales internal governance team and the Senior Leadership Team.

7. To ensure added value is inherent in the scope of the commission, Sport Wales is seeking governance and assurance support that goes above and beyond compliance, adding value by identifying best practice and including suggestions where governance and assurance may be enhanced or improved. There is a particular emphasis on how governance can operate in a complex environment such as sport.

8. Deliver related training / development opportunities through face to face / webinars or other mediums as required.

9. Where weaknesses are identified, propose ways of improving and where strengths are identified share learning.

10. Liaise effectively with Sport Wales Senior Leadership Team, governance team and other staff as required to ensure efficient and effective delivery of governance assurance.

11. Offer advice and other support as required to ensure that Sport Wales and partner processes remain current, compliant and effective.

Sport Wales expects the successful applicant to ensure that staff / consultants appointed to support partners are appropriately experienced and hold the requisite qualifications. As a minimum all consultants would be required to have at least 5 years’ experience in providing governance expertise and advice to support a range of organisations.

As well as face to face and ‘virtual’ partner meetings the successful applicant will also be expected to attend quarterly review meetings with Sport Wales, where your named representative(s) will present findings, highlight risks and report on partner progress made against the Capability Framework requirements.

Tendering organisations will be expected to deliver the work flexibly, both face-to-face and virtually.
