Description of the goods or services required
This is the first stage of a two-part tender process. The first stage will narrow the supplier field by the following key requirements and inform the stage second which will be much more detailed and specific.
The key deliverables for stage 1 are as follows: -
• Fully functioning finance, HR and payroll systems with general ledgers, payroll functionality for permanent and casual staff and people, absence, performance, training, document issue, rota and time and attendance modules..
• Excellent performance reporting module – preferably a built-in dashboard customisable for each user.
• Finance system link to excel – to work both ways from and to excel.
• Easy integration with other systems – a list of current systems information is gathered from is in Appendix 1.
• Cash management system – auto matching, quick bank reconciliations.
• Budgeting system – ability to scenario plan.
• Cashflow reporting and management.
• Non-finance user access to view detail.
• Self-service HR/payroll function.
• Ability for person to hold multiple positions within organisation without reporting “defaulting” to a single position.
• Payslip view and download.
• Rota and time and attendance module linked to payroll and budget management.
• Ability to create different user/access profiles to all systems.
• It is anticipated that most solutions will be offered as a SaaS (software as a service) model, where the provider remains wholly responsible for managing hosting, secure data storage, data backups, business continuity and disaster recovery, system upgrades and general system maintenance. You are required to confirm, with substantiating evidence:
Confirm the delivery model that you propose to offer (e.g. fully SaaS; on-premises server; remote server with locally installed clients; etc),
Your approach to resilience, business continuity and disaster recovery. For example, in the case of a SaaS offering, how your infrastructure manages an outage or planned maintenance at rack, data centre and regional level,
Your approach to system upgrades and maintenance, and how you minimise end-user system downtime,
The guaranteed infrastructure / platform uptime SLA you have negotiated with your infrastructure provider,
The guaranteed system uptime SLA you are offering.
• The bidder must define the software requirements, including licensing model and associated support & maintenance charges these are likely to create.
• Provide details of your approach to GDPR / data protection with due reference to the changes required by the UK’s withdrawal from the EU.
