Abstract

Solihull Metropolitan Borough Council is looking to set up a Dynamic Purchasing System (DPS) to appoint providers that will able deliver school bus or coach transport within the Borough and outside the Borough if required. This Includes on Lot 2 the transport of primary school pupils to and from swimming lessons at local leisure centres or swim schools Monday to Friday only during term time only. This will include following a fixed timetable, but this will be subject to change each term. At present this involves 40 schools in the Solihull area with lessons held at 2 leisure centres and 1 swim school. Some schools have more than one session per week at the leisure centre or swim school. Sometimes this may be on the same day, but usually this will be on different days. This requirement for transport to swimming lessons may increase or decrease over the period of the DPS and will depend on the schools' needs. Access to the DPS will be on a qualitative basis and the requirements will be awarded on the basis of costs. For any new requirements, all successful tenderers for Lot 2 that have been included on the DPS will be invited to bid.

Solihull Metropolitan Borough Council invites applications from suitably experienced operators for admission to their Dynamic Purchasing System (DPS) for the provision of School Bus or Coach transport. The DPS will be divided into three lots — school bus routes, primary schools swimming transport and ad-hoc school transport. Potential providers can apply for inclusion on individual lots or all three lots. Once set up the period of validity of the DPS will be for 5 years with the option to extend for a further 2 years (2 x 12 months). The required vehicle size for this contract is 9 seats or more.

Solihull Metropolitan Borough Council will be using its e-tendering system CSW-JETS for the administration of this procurement process and providers must register on the system to express an interest.

The Web address is https://in-tendhost.co.uk/csw-jets. Registration is free. Once registered all correspondence will be via CSW- JETS and the correspondence function.

Operators should self certify their compliance with the selection requirements and confirm that none of the grounds for exclusion apply in order to gain admittance to the DPS. Operators who are successful at this stage will be admitted to the DPS.

Once the DPS is established the Council will invite all operators on the DPS to submit prices to operate a specific route of routes as and when they become available. Operators can then choose whether they want to bid for the requirement or not.

Operators who win contracts under the DPS will be expected to provide documentary evidence (where necessary) to evidence their status.

Individual contract award criteria will be stated in the invitation to tender for the specific contract but it will usually be the most economically advantageous tender based on the lowest bid price of those operators satisfying the qualitative criteria specified within each individual contract
