Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation

The Authority's view is that the single source procurement of this non-competitive supply contract in accordance with the Public Contracts Regulations 2015 falls within the circumstances set out under regulation 32(2)(b)(ii) because the competition is absent for technical reasons ground for the reasons explained below.

Dstl's maritime research programme requires a means to demonstrate the visualisation of ship information using 3D technology. Ships generate information on their surrounding through their sensors and this must be transferred into a form that the operators can understand to allow them to conduct their mission. Previous work shows that presenting this data in 3 dimensions helps the operators understand the complex environment that they are operating. The use of Virtual Reality has limitations because of the ability to interact with other users looking at the information and the use of the holographic is the next stage of the research to solve the current limitation. It is essential that the hologram table allows multiple users to simultaneously use the table with multiple different perspectives for different users.

The Authority has conducted a market survey of such technologies, and has determined that only Axiom Holographics has a mature product capable of displaying such information. The market research identified two other companies that produce 3D products, however neither company products had the ability for multiple users to simultaneously use the table with multiple different perspectives for different users.

Only a COTS item can be used for this requirement due to the budget and timescales. Developing a new product or modifying a current product would take more time and money than purchasing a COTS item.
