Title
Holyhead LUF - St Cybi's Church (Architectural Services RIBA 04+)

Description of the goods or services required
Following the success of the Isle of Anglesey County Council (IACC) bid for UK Government ‘Levelling-up’ (LUF) funding, Bangor Diocesan Board of Finance wishes to appoint a fully conservation-accredited architect to develop the existing plans onwards from RIBA Stage 03, integrating feedback from permissions applications, and supervise appointment of contractors and implementation of the plans on site.
In brief, the works comprise the following:
- Full re-ordering of the church interior to create a flexible space suitable for both worship and other purposes.
- Extension and conversion of Eglwys y Bedd (a building adjacent to the church) into food and beverage retail premises.
The appointed architect will be expected to continue the work up these plans through RIBA Stage 04 and onwards, including providing technical specifications and schemes of work for the tender process and supervising on-site implementation as per the standard RIBA process. In accordance with the LUF agreement, all LUF-funded works are required to be complete by the end of March 2025. It is currently expected that work will need to occur in parallel for the church and Eglwys y Bedd as separate streams to ensure work can be completed in time to allow for the necessary financial reclaim processes. An outline of the proposed programme is appended to this document. If the proposed timeline needs to deviate from this significantly, details of how the risk of non-completion by the final deadline will be mitigated will need to be included.
Due to the tightness of the programme required by UK Government, all tenderers will need to demonstrate that they have sufficient business resilience to meet deadlines even in the case of staff illness or other absence, and tenders from sole traders will only be considered if the proposal makes specific reference to the engagement of additional support staff to ensure this.

Total quantity or scope of tender
Standard RIBA outputs and deliverables apply, including technical specifications and details for contractors, briefs for additional professionals (QS, M&E Engineer, Structural Engineer etc.), and interim and final certificates of completion. Initials briefs for professionals have been issued to expedite the tendering process, but it is expected that the appointed architect will provide additional instruction when they take on the role.
Due to government requirements, all procurement is required to be via competitive tender and this should be taken into account in the proposed programme.
The appointed architect will enter into a contract directly with Bangor Diocesan Board of Finance with a fixed sum agreed for the specified scheme of works. Fees should be invoiced separately at the end of each RIBA stage, or according to another mutually-agreed schedule. BDBF will pay all invoices in the first instance, and then receive reimbursement from UK Government via IACC, thus the timely submission of invoices will be a priority in this project.
The maximum budget anticipated for this contract is 50,000 GBP, to include all expenses and VAT.
