Abstract

Brecon Cathedral has have obtained a NLHF Development Stage Heritage grant and the project will repair the roofs of the building, create a new west entrance, and deliver reordering of the interior, as well as community, sustainability, and interpretation goals. We are seeking an Architect and Design Team Lead to coordinate a full design service for the development and delivery of the project. The Lead Architect will tender for and manage the complete work required to bring the project to completion. Inter alia, the team to carry out these services should be able to provide: Architectural design services Principal designer Heritage and conservation planning services to ensure compliance with permissions including archaeological investigations where relevant. Structural engineering solutions. Engineering services. QS input. Access consultation. Environmental and sustainability design. Acoustic improvements. Total quantity or scope of tender

A budget of 105,000 is available for Lead Architect and Design Team costs during the Development Phase of the project, which is anticipated to run until February 2024, when the Delivery Stage application is submitted to the NHLF. A maximum budget of 15 (fifteen percent of the total construction cost (currently estimated at 1,772,000) is available for Lead Architect and Design Team costs during the Delivery Phase.

Applicants will be asked to quote for both Development and Delivery Phases of the project. The Development Phase quote will be against a budget of 105,000, and the Delivery Phase quote against of budget of 15 percent against a development cost of 1,722,000. When the total development cost is quantified at the end of the Development Phase, the quoted percentage will apply to the quantified cost.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The role combines substantial detailed development and delivery of a significant capital project while coordinating the Design Team for the project.

The appointed candidate will be a Conservation Architect and will be expected to visit the site when necessary but, at least, once every two weeks.

It would suit a candidate with experience of the development and delivery of a capital project, ideally in a heritage context and relating to an ecclesiastic building, who also has hands on experience of the practical challenges faced through a project of this type.

Candidates who have experience of managing a project relating to multiple funding streams common to projects in Wales, will be at an advantage.

Essentials will be:

Must be an accredited building conservation architect at the highest level.

Evidence of experience of working in Welsh Cathedrals or large churches.

Evidence of experience of expertise relating to conservation and work on historic buildings.

Knowledge of and experience of working with the community and voluntary sectors and statutory organisations in Wales.

Demonstrate management of development projects.

Demonstrate financial control and an experience of working within budgetary constraints.

Evidence of well ordered, realistic and timely schedule of operations.

Demonstration of negotiation of tendering.

Evidence of preparing information for grants and faculty applications.

Demonstration of working with apprenticeship and training schemes.

Evidence of working with stone roof tiles.

Understanding of the processes for Health and Safety.

Understanding of the challenges of the project.

Evidence of liturgical reordering.

Other valuable skills and experience:

A basic understanding and sympathy for the Welsh language and the importance of bilingualism to the project.

Demonstration of knowledge of the culture and project context of Brecon and Wales in general.

Experience of preparing Quinquennial Reports to cathedrals and other large churches.
