Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
Cardiff & Vale University Health Board wish to establish a temporary 9 month arrangement with the existing provider for the provision of flexible collection, delivery, transfer and destruction of large volumes of medical records.
The existing provider has been used on smaller scale previously however an increase in demand means the Health Board will now seek to competitively tender this requirement.
This is a service that cannot be discontinued until the Health Board fully delivers its Digital Strategy, this may be several years ahead hence the need to formalise this arrangement on a temporary basis whilst a competitive procurement exercise is undertaken.
