Abstract

The Council seeks to commission services from one Service Provider who is OFSTED registered for the supply of overnight short breaks in a single 3-bed residential setting, which shall be within 20 miles of the Derbyshire border, but ideally within Derbyshire’s boundaries.

This Service will assist the Council to improve the availability of suitable children's home placements at the right time and right location, delivering the right support for Derbyshire's Children.

Overview of Service Requirement

Derbyshire County Council (the Council) seeks to commission a residential home which offers high quality care and excellent outcomes for children from age 5 to 18 with disabilities.

There are high numbers of disabled children who require overnight short breaks in a suitably registered and regulated setting, and the existing service offer is not currently meeting the demand.

One three-bed residential home for the sole use of the Council to offer short breaks for children with disabilities. The placement aims to offer short break accommodation for children. The average usage per child would be 24 nights per year, and this should therefore be able to offer this service for up to 45 children per year.

Precise information on deadline(s) for review procedures:

Derbyshire County Council will incorporate a minimum 10 calendar days (or 15 if non

electronic or fax methods used) standstill period at the point information on the award of the

contract is communicated to the relevant economic operators. Debriefing by the Council

shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the

Regulations). Such information should be requested from the addressee in Section 1.1. If an

appeal regarding the award of the contract has not been successfully resolved the

Regulations provide for the aggrieved parties who are of the opinion that they have been

harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court

(England, Wales and Northern Ireland). Any such action must be brought as soon as possible
