This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. A thorough assessment has been made as to whether the incumbent provider is satisfying the existing contract and likely to satisfy the new contract to a sufficient standard. The toolkit provided by NHS England for such purposes has been used to analyse the provider’s current performance against the key criteria for the service under the following themes:

• Key criteria 1: Quality and Innovation

• Key Criteria 2: Value

• Key Criteria 3: Integration, collaboration and service sustainability

• Key Criteria 4: Improving access, reducing health inequalities and facilitating choice

• Key Criteria 5: Social Value

The analysis of the provider’s performance against the basic selection criteria and the key criteria is positive. The provider, Transforming Choice, is delivering a high quality, innovative service which is fully integrated into pathways and provides value for money but also reduces health inequalities and provides social value. The rating of outstanding from CQC reassures the Council of the quality. The fact that their performance demonstrates a higher volume of rehabilitation completions than the other two rehabilitation services in the city reassures the Council that they are high performers and the fact that they are the least costly, also provides reassurance regarding value for money. Given the confidence in the provider’s ability to deliver, performance, value for money and outstanding rating by CQC, it has therefore been determined, that process C is the most applicable option to provide the contractual framework and governance to award a new contract.
