Abstract

Welsh Government is looking to recruit an independent assessor to evaluate the annual returns of the Welsh Public Library Standards for the years 2023-24 and 2024-25. The aim is to review and summarise, through the production of 22 individual reports, and 1 overarching report, the performance of each public library service in Wales, based on qualitative and quantitative information submitted in June each year as part of the annual reporting exercise against the Welsh Public Library Standards Framework. The objectives are: •To assess local authority library service performance for 2023-24, and 2024-25 based on quantitative and qualitative evidence submitted by 22 local authorities. Culture officials will undertake an initial statistical analysis of the quantitative data and this information will be supplied to the successful bidder. •To prepare an individual assessment report for each local authority to the timetable outlined. These reports should be evaluative, providing feedback on how the authority is performing against the WPLS Framework, with constructive suggestions for improvement where necessary. The 22 individual reports will be provided in Word format files, and will need to be provided in both English and Welsh. There will also need to be provided a combined report of all 22 authorities for publication on the web •To create an overarching report providing an all-Wales overview •To attend a meeting of the WPLS Reference Group to discuss and moderate the findings of the assessments (The WPLS Reference Group includes the heads of three library services, Welsh Government officials, and a representative of the Welsh Local Government Association). •To deliver a face-to-face seminar to members of Society of Chief Librarians Wales presenting the findings of the overview report.
