Leicester City Council (‘the ‘Authority’) in addition to Leicester, Leicestershire and Rutland NHS Integrated Care Board invites Tenders for the provision of the Home Care Service, Leicester. Leicester City Council is leading the procurement on behalf of Leicester City Council and Leicester, Leicestershire and Rutland NHS Integrated Care Board (ICB).
The purpose of the Home Care Service is to provide support to People in their own homes so that they can remain living at home for as long as possible. Home Care Service Providers will promote independence and support People to maintain their existing skills and/or acquire new skills to ensure the best quality of life possible.
It is the intention of the Authority to award Framework Agreements to Providers for each Lot. The Authority provides no guarantee or volume of any work to any successful provider.
It is anticipated that Services will be called-off from the Framework Agreement during the period of the Framework Agreement. The proposed Framework Agreement will be for an initial period to commence on 14th April 2025 and expire on 13th April 2030, with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to 13th April 2032, taking the contract term to a maximum of 7 years.
The proposed service is based on current and known funding allocations. These could alter through the life of the contract in light of changes in future local and central government funding. The contract value assigned to this service is £392 million (£470.4 million including VAT) for the full 7-year contract period [5 years plus the option to extend for up to a further 2 years].
The Framework Agreement will be an Open Framework Agreement. Throughout the duration of the Framework Agreement, the Authority may review the Framework Agreement and may open it to the market for new appointments to it when a service need arises.
The Authority is conducting this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015 (PCR), at Section 7 (Regulations 74 to 77). The Procurement process will be similar to that of an Open Procedure however, the Process will, unlike an Open Procedure, include the flexibility, as allowed under the Light Touch Regime.
It is the Authority’s preliminary view that TUPE may apply in respect of this Contract.
