Abstract

The Port of Milford Haven is a trust port and is the UK’s top energy port and Wales’ busiest port handling around 20% of Britain’s seaborne trade in oil and gas. The Port of Milford Haven also owns and operates Pembroke Port and Milford Dock. As the statutory harbour authority, MHPA provide pilotage services for navigation within Milford Waterway. The Pilot Jetty provides access and shelter for the pilot boats. The Port have committed to investing in a fleet of new pilot boats and upgrading the supporting infrastructure on the Pilot Jetty including provision of new pontoon and brow to berth the pilot boats against. MHPA wishes to appoint a specialist pontoon contractor to design and install a 60m long pontoon and access brow to berth pilot boats and work boats adjacent to the existing Pilot Jetty, under the terms of an NEC3 Contract agreement. The Contractor will be responsible for the design and construction of the project from inception through to site delivery. The scope of works will include: - Pontoon (approx. 60m in length) to berth pilot boats and work boats, fixed to the Pilot Jetty - Access Brow to provide pedestrian access from the jetty deck to the pontoons The contractor will be appointed as both Principal Designer and Principal Contractor in accordance with the CDM 2015 regulations. Contractors will be expected to demonstrate proven experience in the design and construction of pontoons and brows.

Invitation to Pre Tender Market Engagement
Port of Milford Haven is planning to undertake Pilot Jetty Pontoon and Brow Works at Milford Haven, Pembrokeshire in preparation for a new pilot vessel. We are committed to a fair and transparent procurement process and are keen to engage with potential suppliers early in the process to ensure we have the best understanding of the market and can develop our tender documentation accordingly.
To this end, we would like to invite you to participate in a pre-tender market engagement exercise, which will include a site visit and market consultation session. This will provide you with an opportunity to:
• Gain a better understanding of the project scope and requirements
• Visit the project site and assess the conditions
• Discuss potential challenges and opportunities with our project team
• Provide feedback on our draft requirements and specifications
