Section 25 of the Children and Families Act seeks to ensure the integration of special educational provision with health and social care provision for children and young people with Special Educational Needs and Disabilities (SEND). Consequently, Suffolk County Council (the Commissioners) are working to commission services jointly for children and young people (CYP) with SEND, with and without Education, Health and Care Plans (EHCPs). Speech and Language services falls within this mandate owing to the integration of education and therapy provision supporting speech, language and communication needs. The Service shall be provided across the Waveney area.This is a specialist Service for children and young people who have been identified as having additional needs in the areas of speech, language and communication. The Provider should work to an integrated model (the Balanced System), and SCC are looking to work with the Provider on how this will be implemented and delivered in Waveney. The service is targeted at children and young people aged 0-18 within educational settings who present with speech, language and communication disorders, delays or dysphagia. The Service will align to existing services for 0-25 year olds. This includes (but is not limited to) the Healthy Child Programme 0-19 and other current provisions which exist through Adults Services for Young People who require speech and language support aged between 18 to 25 years, whose needs are delivered through a EHC plan (and further into adulthood).

This notice is an intention to award a contract to an existing provider following direct award process C. The total contract value is £600,000 excluding VAT. Please note the total contract value takes into account potential changes in activity and adjustments over the life of the contract. The contract period is 1st September 2024 - 31st August 2027 with an option to extend for up to a further two years.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 16th January 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 16th January 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under PSR.
Any written representations to the Council must be submitted to procurementbusinesssupport@suffolk.gov.uk by the end of the Standstill Period.
The award has been approved by the Executive Director of Children and Young People's Services, Suffolk County Council following a robust evaluation process undertaken by the CYP commissioner and contract manager.
In line with Suffolk County Council's Code of Conduct, employees must declare in writing any personal or financial interests, which could reasonably be considered to conflict with the Council's interests. In addition, we also have a Confidentiality and Conflict of Interest Declaration Form, which is specific to individual procurements. The CYP commissioner and contract manager were asked to complete and return these. No conflicts or potential conflicts of interest were identified.
The key award criteria were weighted as follows:
- Quality and Innovation 25%,
- Value 20%,
- Intergration, collaboration and service sustainablity 20%,
- Improving access, reducing health inequalities and facilitating choice 20%,
- Social Value 15%.
Key criteria 1 was allocated a 25% weighting due to a focus on ensuring that the provider would:
- have sufficient governance and quality assurance processes in place to consistently deliver high quality services, and
- seek out and implement new and significant improvements in the Waveney SaLT service.
Key criteria 2 was allocated a 20% weighting to reflect our interest in the provider's approach to cost efficiency, financial management and financial sustainability.
Key criteria 3 and 4 were allocated a weighting of 20% due to the need for assurance that the services would:
- be provided in an integrated and collaborative way, with a clear focus on improving health outcomes, and
- improve accessibility to services and treatments, whilst addressing health inequalities in the local area.
Key criteria 5 was allocated a 15% weighting as this was considered appropriate for the service type and value of the contract.
We are of the view that the existing provider is satisfying the existing contract to a sufficient standard. We have confirmed this by assessing the performance of the provider against key performance indicators and by taking into account the key criteria and applying the basic selection criteria. We are also be of the view that the existing provider will likely satisfy the proposed contract to a sufficient standard taking into account the key criteria and applying the basic selection criteria.
