  The Clyde Valley Partners, (North Lanarkshire as Lead Authority, Renfrewshire Council, East Renfrewshire Council, North Ayrshire and East Dunbartonshire Council collectively referred to as the “Partners”) have requested that the Clyde Valley Contract Management Team (CMT) investigated the food and garden waste disposal market.

    II.2.4) Description of the procurement
    The requirement has been borne out of issues in relation to the market associated with co-mingled Food and Garden waste treatment and disposal. The issues raised by the CMT Steering Group are:
    - Costs for disposal have dramatically increased over the last 18 months
    - Run time to available outlets as all Partners direct deliver waste
    - Down time at the facility (Turnaround times) – not picking up waste
    Subsequent costs of maintenance of vehicles and costs of crew for the long journeys
    As a result, the Partners are looking for a solution to enable them to engage with more outlets, reduce runtime/downtime associated with the management of this waste stream.
    Although all Partners are interested in market engagement it should be noted that North Ayrshire have a transfer station and East Dunbartonshire collect food and Garden waste separately
    The tonnage associated with the three remaining Partners is as detailed below:
    9,600t - East Renfrewshire
    22,250 - North Lanarkshire
    12,350 - Renfrewshire
    44,200 - Total
    CMT have carried out a number of projects in relation to this issue and have come to the following findings:
    -5 sites have been identified within the Partners Council area as per Appendix 1 to this PIN.
    -4 sites within North Lanarkshire
    -1 site within Renfrewshire
    -There are limited known private transfer stations that could take this tonnage/waste type
    The Partners would ideally like to have their own transfer station (one or two depending on location) to allow them to engage with more of the market for this waste type.  A transfer station would enable the waste to be stored and bulked enable the more efficient onward transport of the waste.
    By bulking the waste this should also enable the Partners to use facilities further away should the offer more favourable gate fees.
    The Partners however want to engage with the market to understand any obstacles, the best way to move forward and what interest there is in offering an available solution or building a bespoke solution.
    The cost of the Project is unknown at this time. The Partners at this time would like to investigate the options available to them before undertaking a more extensive Business Case.
