II.2.4) Description of the procurement
HS1 Ltd wishes to undertake a soft market testing exercise into the possibility of a third party installing and operating a private electricity wire/ cable from within HS1’s lease boundary in the Ashford Sellindge area of Kent to supply green electricity to, what would be customers, of the third party. A key part of this exercise is to confirm if this can be done without adversely effecting the safe operation, maintenance and renewal of the high speed rail lines and associated infrastructure. HS1 expects there to be 4 Key Stages as per the indicative programme, below:
1. Soft market testing: duration 6-9 months
2. Request for Proposals (RFP): Summer/Autumn 2025
3. Shortlisting of Preferred bidders and completion of legal documents: Autumn 2025 to Spring 2026
4. Implementation - installation and operation of the Private Wire
DfT and HS1 will be seeking a commercial return commensurate with making the HS1 land available for the private wire opportunity.
