II.2.4) Description of the procurement

Outpatient Pharmacy Services to provide medicines and related services to patients who are not admitted to hospital but visit outpatient clinics. The key objective is to deliver on-site pharmacy services at University Hospitals of Liverpool Group, primarily to serve patients who attend hospital outpatient clinics and require prescriptions or other pharmacy services. Outpatient Pharmacy Services as outlined above to be delivered by University Hospitals of Liverpool Group, via the Most Suitable Provider Process under the Provider Selection Regime.<br/>Core functions to be provided:<br/>1. Dispensing prescriptions<br/>2. Medication advice<br/>3. Specialist services<br/>4. Over the counter sales<br/>Key deliverable of outpatient pharmacy services<br/>• Convenience<br/>• Short waiting times<br/>• Cost effectiveness<br/>• Improve patient outcomes<br/>This notice is an intention to award a contract under the PSR Most Suitable Provider process.<br/>The approximate lifetime value of the contract is £117,000,000.00.<br/>This is an existing service that will be provided by a new provider (The Clatterbridge Pharmacy Limited) for 5 years from 03/02/2025, with an option to extend for a further 2 years.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Friday the 24th of January 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/><br/>Written representations should be sent to the following address:<br/>athanasios.boumpouris@liverpoolft.nhs.uk <br/><br/>This award has been approved by the Board of Directors.<br/><br/>A declaration of interest exercise was undertaken and no conflicts of interest were identified.<br/><br/>The relative importance of the key criteria used to make the decision to award the Outpatient Pharmacy Services was due to the financial impact of the service moving from one provider to another in terms of initial mobilisation and ongoing costs, the quality impact of the service and the time for mobilisation as this would impact on patients.<br/>The Trust chose the criteria as Halo Healthcare Services (Lloyds) were handing back the contract with only 4 months’ notice so there was an urgent requirement to find an alternative. Due to the financial position of the Trust, the value of the new contract was imperative and as the dispensing service is a patient focussed service, the quality impact of the service moving and the new contract was important. The rationale for choosing the new provider is based upon this criteria:<br/>a) Due to the nature of a Wholly Owned Subsidiary Clatterbridge Pharmacy Limited (CPL), Clatterbridge Road, Bebington, Wirral, CH63 4JY, have offered the new contract with improved Value for Money from the previous contract due to open book accounting and a reduction in the dispensing fee.<br/>b) Due to the urgency of the requirement the Trust were assured that CPL could mobilise in time for Lloyds handing back the contract, including taking over leases and TUPE implications.<br/>c) As quality of service is a key criterion of the contract the Trust were assured that there would be no dip in service during mobilisation and there are service improvements planned post contract mobilisation.<br/>d) The Trust were assured that patient care is at the forefront of the service provision proposed by CPL.
