II.2.4) Description of the procurement

This is a notice to inform the market of the intention to award a contract for Intermediate Care Nursing Beds Provision for the population of Calderdale Cares Partnership via the Most Suitable Provider Process.<br/>The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Page 4 to 5 Most Suitable Provider Process is being used to commission this service. This notice will be live for fourteen (14) days from the date of publication. <br/>This is a notice to inform the market of the intention to award a contract for fifteen Intermediate Care Nursing Beds Provision for the population of Calderdale. <br/><br/>The service provides intermediate care support for a short time in a community bedded setting (typically no longer that 6 weeks) to help people recover and increase their independence. This service is for people aged 18 years or over who need support after discharge from an acute inpatient setting, virtual ward or to help someone in a crisis (step up service from community ), to help them rehabilitate, re-able and recover, before returning home to their usual place of residence. <br/><br/>The therapy input will be provided by Calderdale and Huddersfield Foundation Trust (CHFT) and is not in scope to this procurement. GP clinical cover will be provided by a local Calderdale practice as in not in scope to this procurement.<br/> <br/>Providers should be able to evidence: <br/><br/>That they are registered with the Care Quality Commission as a nursing care home or dual registered <br/><br/>Delivery of high quality and effective nursing care provision, 24 hours day, seven days a week in a safe and comfortable environment.<br/><br/>Delivery of personalised care tailored to individual needs, enhance people’s quality of life, encourage social interaction and participation activities and support people to maintain their independence and dignity.<br/><br/>That they have a Quality Improvement Strategy and plans in place to support and enable quality improvement and innovation at all levels. <br/><br/>The ability to actively gather experience from service users, carers and staff and respond to this to improve the delivery and effectiveness of the service<br/><br/>The ability to ensure equality of access to all people using the service and any friends/family/staff visiting their home. <br/><br/>Delivery of a service that adheres to NICE guidance<br/>https://www.nice.org.uk/guidance/NG74<br/><br/>The ability to work in collaboration with several key partners including Calderdale and Huddersfield Foundation Trust’s therapy teams and Calderdale Council’s social work teams as part of a key multi-disciplinary team approach to delivering the best outcomes for people using this service. <br/><br/>The ability to submit data to the Community Services Data set (CSDS) <br/>https://digital.nhs.uk/data-and-information/data-collections-and-data-sets/data-sets/community-services-data-set<br/><br/>The ability to deliver the service offer within the financial envelope. <br/><br/>The ability to support diversity and inclusive within your workforce and how the service will secure wider social, economic and environmental benefits for the local community and population.<br/><br/>The estimated value of the contract is £ 4,574,700 for a five year contract.

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.<br/>The award decision maker will be the Head of Partnership Relationship Management in line with the ICB's Scheme of Delegation<br/>The intention is to award a contract using the Most Suitable Provider Process.
