Abstract

Background

Hamphire County County are aiming to run a tender in April 2025 with the aim of securing a provider to support Refugees who have been resettled under the Afghan Citizens Resettlement Scheme (ACRS) and Afghan Relocations and Assistance Policy (ARAP) programmes, and under the UK Resettlement Scheme (UKRS). The UKRS prioritises people requiring urgent medical treatment, survivors of torture and violence, and women and children at risk. All applicants (including accompanying family members) are subject to the usual immigration checks and screening prior to a visa being granted. The ACRS scheme will prioritise those who have assisted the UK efforts in Afghanistan and stood up for values such as democracy, women's rights, freedom of speech, and rule of law, and those vulnerable people, including women and girls at risk, and members of minority groups at risk (including ethnic and religious minorities and LGBT+). The ARAP scheme offers Afghan Nationals relocation to the UK who have worked for or alongside the UK Government and Ministry of Defence and meet the ARAP criteria.

The objective of the service is to welcome and support individuals and families entering the UK as refugees under these schemes, for 3-5 years. The Council's aim is to provide environments which allow the individuals to progress in language, employability and integration into their communities by working in partnership with contracted services, statutory partners, VCSEs and related connections.

Market Engagement Event

The Council would like to invite potential providers to attend a Microsoft Teams event on Thursday 13th February at 10am. The purpose of the event is to discuss the service, and support the market to understand how to bid for the tender in preparation for when the opportunity is live.

Potential providers of the service that wish to attend the event should register on The Council's e-tendering platform In-Tend https://in-tendhost.co.uk/hampshire/aspx/Home. It is free to register.

Once registered please go to the 'Tenders' button, 'Current' and search for the project reference 'AS26398'.

Please send the name and email address of the person from your organisation who will be attending the event via the 'Correspondence' button so they can be emailed the invitation to the the event. Please may these details be submitted no later than Wednesday 12th February 3pm.

Market Engagement Questionnaire

Hampshire County Council is seeking the views of resettlement support service providers who may be interested in providing integration support services for our Resettlement programmes for settled individuals. The information you provide will be used to support the development of the service specification and to inform our approach to tendering this contract. In order to collect this information HCC would like you to complete and submit a market engagement questionnaire.

The questionnaire can be accessed from the 'synopsis' button once you have accessed the project via In-Tend.

Please return your questionnaire responses by Friday 7th February 2025 by 5pm.

Please note, completion of this questionnaire does not constitute an expression of interest in any future tender. Responses will not be used to evaluate your organisation, create a short-list or guarantee inclusion or exclusion in any resulting tender exercise.
