The Council is publishing this PIN to give Providers advance notice of their intention to establish a multi-supplier, multi- lot framework agreement through a future tender opportunity.

The Council seeks innovative approaches from Providers in the delivery and promotion of Shared Lives Services. Providers will have a responsibility to remain knowledgeable about the latest developments in Shared Lives Services nationally, through either having or gaining membership with the Shared Lives Plus scheme.

The model centres on Shared Lives Carers sharing their home, family and community life in the interest of offering Service Users the opportunity for fulfilling, safe and active lives. Service Users will integrate with, and become part of family life, participating in family events with the Shared Lives Carer and getting to know and enjoy the Carer’s family and friends. The Shared Lives Service Providers will ensure a focus on high quality personalised support which meets the needs and requirements of the individuals as identified in their outcome-based support plan.

II.2.4) Description of the procurement
Delivery of Shared Lives Services to eligible young people and adults aged 16+ to end of life on behalf of Glasgow City Council.
A Long Term Shared Lives Placement is intended to be permanent and will be delivered at either Standard or Enhanced level as determined by the Council’s assessment of needs. Placements will include 28 days respite as a minimum per annum.

II.2.4) Description of the procurement
Delivery of Shared Lives Respite Placements for young people and adults 16+ with a disability who are not currently living in a long-term Shared Lives Placement. Services will be provided in periods of 24 hours as a minimum and will be delivered at either Standard or Enhanced level as determined by the Council’s assessment of need.

This lot will also to be used to purchase additional periods of respite for young people and adults currently in Long Term Shared Lives Placements and who have been assessed, by the Council, as needing more than the minimum 28 days of respite already included as a core component of the Long Term Shared Lives Placement.

The provision of Shared Lives placements to young people and adults aged 16+ with any or a combination of the following assessed needs:

Pass/Fail Selection Criteria will be fully detailed at the point of tender, however is anticipated to include:
.
-holding Care Inspectorate registration for Adult Placement service or commit to obtain this prior to the services/ contract commencement date
-Experience of delivering Adult Placements to young people or adults
-to have achieved a minimum of Grade 3 across all inspected themes for their organisations most recent Care Inspectorate inspection for a Shared Lives Service/Adult Placement Service.
-to hold or commit to obtain membership of the Shared Lives Plus scheme.
-to commit to ensuring all staff have completed the relevant PVG/Disclosure checks before undertaking any role related to the delivery of services
-to pass Financial Probity Checks, including provision of 3 years audited accounts
-to hold the required levels of Insurance cover that will be detailed in the Contract Notice and ITT
-To meet the Council's Health & Safety requirements

It is the intention of the Council that this tender opportunity will be advertised at the end of February 2025 via Contract Notice on Public Contracts Scotland, and immediately following that, all Tender documentation will be published on the e-tendering portal Public Contracts Scotland Tender.
