Abstract

1) Background and ContextMid and West Wales (Ceredigion, Carmarthenshire, Pembrokeshire and Powys) has secured funding through Welsh Government’s Priorities for Culture programme to strengthen regional collaboration and set a clear direction for museums, libraries and archives over the next five years.The Priorities for Culture set out national ambitions for arts, museums, libraries, archives and the historic environment. The policy places culture at the heart of Welsh life and links explicitly to the Well being of Future Generations (Wales) Act 2015, including the goal of A Wales of vibrant culture and thriving Welsh language.2) Purpose of the CommissionAppoint a creative and experienced consultant to develop:• a shared Regional Cultural Vision for Mid and West Wales aligned to Welsh Government’s Priorities for Culture; and• four local authority Cultural Priority Plans (Powys, Ceredigion, Carmarthenshire, Pembrokeshire), each tailored to local context while reinforcing the regional framework.3) ObjectivesThe commissioned work will:1. Translate national Priorities for Culture into a coherent regional vision and local roadmaps, establishing the “golden thread” from national to regional to local delivery.2. Strengthen collaboration, joint planning and resource efficiency across the region, while safeguarding local autonomy and place based delivery.3. Provide an evidence based framework that supports future investment, skills development, and sustainable service models for museums, libraries and archives.

1) Background and Context
