Explanation
The award to Jisc is justified under Regulation 33 of the Public Contracts (Scotland) Regulations 2015 as the University is purchasing Oracle Java through Jisc’s nationally negotiated framework, which provides exclusive sector‑specific licensing terms, significant cost savings, and long‑term pricing stability that cannot be obtained independently. Jisc’s agreement with Oracle includes substantial discounts, simplified licensing, and waivers for historic compliance risks, ensuring the University can maintain legally compliant access to essential Java updates and support.
