The endorsement of anti-racism within the curriculum presents a new opportunity for teaching and learning across the education sector. The Welsh government has mandated the inclusion of Black, Asian and Minority Ethnic perspectives in the school curriculum following the Cynefin report, positioning diversity as a cross-cutting theme. The Anti-Racist Wales Action Plan signals the goal of an anti-racist curriculum for schools, youth work and further education aiming to enable the development of all young people as ‘ethical and informed citizens of Wales and the world’.

Yng Nghymru, mae tystiolaeth o arolygon mewnol yn awgrymu bod cyfran sylweddol o bobl yn credu bod hawliau dynol yn rhywbeth amodol sy’n gysylltiedig â haeddiant a dinasyddiaeth. Roedd yr adroddiad a gyhoeddwyd yn 2021, Cryfhau a hyrwyddo cydraddoldeb a hawliau dynol yng Nghymru, hefyd o’r farn bod angen cryfhau dealltwriaeth y cyhoedd yn hyn o beth.

This commission is being undertaken in a context where public understanding of human rights is challenged by highly polarised debate and persistent misconceptions, reinforced by the speed and reach of online and social media. In Wales, internal survey evidence suggests a sizeable proportion of people view human rights as conditional and linked to deservingness and citizenship. The 2021 Strengthening and Advancing Equality and Human Rights in Wales report also identified a need to strengthen public understanding. This commission is one practical delivery step within Welsh Government’s wider programme of work to respond to those findings and support a more accurate and informed public conversation about human rights, in a way that young people find credible.
