This is an Intention to Award Notice to award using the Most Suitable Provider Process to Nottingham CityCare Partnership Community Interest Company in East Midlands [Lot 1] and Sandwell and West Birmingham Hospitals NHS Trust in West Midlands [Lot 2] for the provision of Health Visiting Services.<br/><br/>The contract will be for a period of 8 months 01 March 2026 to 31 October 2026. The pilot may be extended to the end of the financial year subject to confirmation from the Commissioner and additional national funding being made available.<br/><br/>The value for the East Midlands (lot 1) which is being awarded to Nottingham CityCare Partnership Community Interest Company is £125,892 for the period 01 March 2026 to 31 October 2026.<br/><br/>The value for the West Midlands (lot 2) which is being awarded to Sandwell and West Birmingham Hospitals NHS Trust is £64,564 for the period 01 March 2026 to 31 October 2026.<br/><br/>This is a new service. Both providers are established Health Visiting Service providers within their localities but will be newly contracted to provide this service.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/><br/>Written representations need to be sent via the Atamis e-tendering portal, Project Reference: C402443 – Health Visitor MSP for NHSE (Midlands).<br/><br/>The decision makers for this process were the Vaccination Governance Group (VGG) and the outcome was approved on the 09 February 2026. <br/><br/>The commissioning panel consisted of<br/>Head of Vaccination Commissioning & Operations West Midlands, NHSE <br/>Public Health Contract Manager, NHSE<br/>Pharmacy Programme Manager, NHSE<br/>Head of Immunisation (East Midlands), NHSE<br/>Senior Vaccination Manager, NHSE<br/>Screening and Immunisation Coordinator, NHSE<br/>Immunisation Coordinator, NHSE<br/>Senior Commissioning Manager, NHSE<br/>Vaccination Lead (Public Health Consultant) <br/><br/>The providers met all requirements of the Basic Selection Criteria.<br/><br/>The Key Criteria was formulated based on the needs of the service and prioritised as follows: <br/>(1) Improving Access, Reducing Health Inequalities and Facilitating Choice [45.00%]<br/>(2) Integration, Collaboration and Service Sustainability [40.00%]<br/>(3) Social Value [10.00%]<br/>(4) Quality & Innovation [5.00%]<br/>(5) Value [Pass/Fail]<br/><br/>The providers were deemed the most capable following consideration against the specified key criteria. The identified Providers met all requirements of the Key Criteria as part of the process undertaken. Overall, taking all criteria (Basic Selection and Key Criteria) into account, the selected providers were deemed the Most Suitable Providers for their localities and lot.<br/><br/>No conflicts of interest were identified as part of the process.
