Abstract
The Isle of Anglesey County Council and Cyngor Gwynedd is seeking bids from suitably qualified and experienced practitioners to undertake a Housing Support Strategic Needs Assessment (HSSNA) focused on the needs of victims and survivors of Violence Against Women Domestic Abuse and Sexual Violence (VAWDASV) across Anglesey and Gwynedd. For the purposes of this Invitation to Tender, “the Authority” should be read to include both the Isle of Anglesey County Council and Cyngor Gwynedd, and it is to be treated as a joint commission.
The assessment will provide a clear, evidence-based understanding of current and future housing-related support needs for individuals affected by VAWDASV. It will inform commissioning decisions, service development, partnership planning, and compliance with national guidance.

Minimum standards and qualification required
Applicants must demonstrate:
• Expertise in VAWDASV field and related matters, housing support, or related social policy areas.
• Experience conducting strategic needs assessments or similar research.
• Ability to engage sensitively and ethically with stakeholders.
• Strong analytical, reporting, and communication skills.
• Trauma-informed practice, safeguarding procedures, and a commitment to equality, diversity, and inclusion
• Compliance with relevant data protection legislation -GDPR.
• An ability to provide services through the medium of Welsh is desirable, though not essential. However, it is considered essential that the successful applicant recognises the significance of the Welsh Language, along with cultural and rural matters across a defined geographical area as key factors within the final needs assessment document.
