Abstract

Eryri National Park Authority (ENPA) invites tenders for the design, development, hosting and initial operation of an innovative digital application to support sustainable visitor behaviour, deeper cultural engagement, and positive community benefit across two pilot areas within Eryri National Park. The application (app) will be developed through a co-production process with ENPA, partners, local businesses, organisations and community representatives, undertaken prior to procurement. It will be piloted initially in Betws y Coed and Y Bala, where community support for the project has already been secured. This is a highly innovative and pioneering project. While inspired by CopenPay (Copenhagen’s visitor giving scheme), this project requires a bespoke, rural, seasonal and scalable model, tailored specifically to the opportunities and constraints of a National Park context, whilst addressing the economic, cultural and environmental challenged faced in Eryri in 2026.

5. Core aims of the app

The app must:

• Encourage sustainable actions from users and provide reportable environmental benefits in alignment with ENPA Net Zero targets and Small World Consulting report 2023 (appendices)

• Support learning about local culture, heritage and the Welsh language

• Enhance, enrich and diversify the visitor experience without increasing environmental pressure

• Generate tangible benefits for local businesses and communities

• Be intuitive, engaging and easy to use

This project represents a ground-breaking opportunity to develop a new model of sustainable visitor engagement for protected landscapes.

ENPA is seeking a delivery partner who shares this ambition and can help translate it into a robust, future-proof digital platform with relevance far beyond Eryri National Park.

6. Key functional requirements

The app must include (as a minimum):

6.1 User features

• Both web app and downloadable app available in Apple/Android stores

• Bilingual (Welsh and English)

• Accessible content and UX (as per Welsh Government legislation)

• Personal user accounts

• Social registration/login options

• User profile showing:

o Points balance

o Challenges completed and awards won

o Activities undertaken (e.g. volunteering, sustainable travel)

o Rewards claimed

• Gamification elements to encourage engagement (destination completion, progressive levels of ‘expertise’)

• ‘Social’ feed to show other user activity and optional leaderboard

• Ability for users to:

o Upload evidence of actions (e.g. photos, receipts, tickets)

o Scan QR codes

o Redeem points for rewards

• Carbon savings / sequestration and other analytics dashboard

• ‘Low carbon’ mode for the app

• Desirable: Fintech/banking services integration

6.2 Business and organisation features

• Secure admin panel for participating businesses and organisations

• Ability to:

o Upload and manage offers

o Promote events or news

o Schedule promotions

o Map offers geographically

• All content subject to approval/validation by ENPA before going live

• Forum for businesses to discuss the program, incentives and promotion

6.3 Administration and governance

• Central ENPA admin dashboard

• Approval workflows

• Content moderation

• Reporting and analytics

7. Technical requirements

Tenderers should address the following requirements:

• Bilingual by design (Welsh and English)

• Open-source approach, with visibility of code

• Option for ENPA to self-host the app/web app in future if required

• Scalable architecture allowing additional areas to be added by the ENPA or other partners

• Secure user authentication

• AI-enabled tools, including:

o Receipt scanning

o Ticket/photo validation

o QR code scanning

• Optional integration with banking/payment services

• High standards of data security and GDPR compliance

• Ongoing maintenance and update costs in line with OS updates over at least a 4-year period

• Hosting and traffic costs included

3 Conditions for Participation

3.1

Minimum standards and qualification required

Contractor requirements

All companies/teams are required to submit the following information about their company/team in their tender document to demonstrate their ability to efficiently deliver our goals and the outcomes of this project:

 Summary of company/team understanding of this brief

 Relevant experience in the field and evidence of that experience including relevant insurance

 Evidence of the team structure and locality (overseas subcontracting of works will not be permitted) and support levels (customer service representative/account management)

 Outline of the relevant methodology proposed to achieve the aims/goals

 Bidders must clearly describe their proposed approach to developing the app and its content, including the development stages, draft and review process, timelines, and deliverables, and must also include all information, input, approvals, and support they will require from the Authority in order to successfully deliver the project (to be included in the ‘Client Requirements’ statement mentioned below)

 Welsh/English functionality and translation: Bidders must explain how bilingual functionality will be delivered, including their approach to drafting content, translating and quality-assuring Welsh language content, the tools or services used (human or software translation), and the level of input required from the Authority for content provision, proof-reading and approvals (to be included in the ‘Client Requirements’ statement mentioned below)

 Fee and cost analysis (itemised by core feature outlined in the technical brief)

 Your ability to carry out the work within the date of the agreement

 Provide a ‘Client Requirements’ statement noting what the successful company/team expects from the ENPA throughout the project.

 Desirable – visuals to demonstrate alignment to the brief, a potential UX of the app and a proposed aesthetic)

 Desirable – an evidenced commitment to use low-carbon technology for the development and deployment of the app
