To contract multi-disciplinary support for adult Drug and Alcohol Treatment services to work with rough sleepers and those at risk of rough sleeping based in Exeter and engage them in treatment. Formation of a multi-disciplinary team which includes improving access to physical and mental healthcare.
The Co-Lab will be responsible for:
Recruiting a Project Co-ordinator. Notify Public Health of any challenges with recruitment and immediately that the post becomes vacant.
Host the System Leadership Board and use this Board as the vehicle for overcoming any tactical or operational challenges that are unresolved. Creating the conditions for the generation of learning through the adoption of learning cycles using a Human Learning Systems approach.
Ensure the wider team has a meeting room booked for team meetings utilising the funding for room hire.
Host the Devon Partnership Trust posts (Band 8a Psychologist and Band 4 Assistant Psychologist).

This is a Provider Selection Regime (PSR) Intention to Award Notice. The Authority intends to award this contract to the existing provider following Direct Award Process C.
The lifetime value of the contract is £226,541.91
The contract will commence on the 1st April 2026 and will expire on 31st March 2027.
There is an option to potentially extend the contract for a further 12 months subject to OHID funding.

Representations by providers must be made to decision makers by 23rd February 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
