Abstract

The purpose of this tender is to appoint a supplier to develop the next Social Care Workforce Delivery Plan for Wales covering 2027–2030. The supplier will carry out research, stakeholder engagement, consultation management, and analysis to produce a fully developed, bilingual, accessible Delivery Plan that reflects national priorities and the needs of the social care workforce. The work will ensure that Social Care Wales, Welsh Government, and national partners have an evidence‑based, co‑produced plan that sets out clear priorities, actions and measures of impact for the next phase of workforce strategy implementation. The purpose of this tender is to appoint a supplier to develop the next Social Care Workforce Delivery Plan for Wales covering 2027–2030.

Additional Information

We will be holding a preliminary market engagement session via MS Teams on: Wednesday 25 February at 15:30

The session will be hosted by project leads Erin Jones (Head of Workforce Strategy), Jon Day (Assistant Director Employer and Service Support), and a member of the Procurement team.

The session will begin with an outline of the requirements, with an opportunity for questions and answers to follow. The session will be recorded and shared with all interested suppliers.

If you are interested in joining a preliminary market engagement session, please email procurement@socialcare.wales advising the tender title and who will be joining.

Following the session the Sell2Wales question and answer portal will be live until 17:00 the following day, Thursday 26 February 2026, for any additional questions, as required.
