SECTION 1: BACKGROUND AND SPECIFICATION
1 Overview and Context
1.1 The aim of this project is to support cultural and heritage organisations responsible for historic buildings in Wales to navigate the processes and steps involved in decarbonising their buildings to meet their net zero targets. This project is funded by the National Library of Wales (NLW), working in partnership with the Welsh Government and Cadw.
1.2 Working in partnership with Welsh Government, the National Library of Wales (NLW) are leading on a high profile and cross-cutting Climate Action Programme that works across three policy areas – culture, arts and the historic environment (Cadw). The programme supports delivery of Ambition 16 of the Welsh Government’s Priorities for Culture, which is for the culture sector to demonstrate “leadership and collaboration in its approaches to sustainable development, building resilience, and tackling the climate and nature emergencies”, through delivery of a series of strategic projects and sector development initiatives in support of priorities outlined in the Programme for Government 2021-2026, Priorities for Culture, Wellbeing of Future Generations Act and the Culture sector: climate and nature emergencies report.
1.3 To support these actions under Ambition 16 the Welsh Government is commissioning research into the physical infrastructure of the culture sector in Wales with a view to developing a longer-term strategic capital investment plan.
2 Project Specification
2.1 The Supporting the Welsh cultural & heritage sector decarbonisation – Pilot project builds on the England-based Cultural and Heritage Sector Decarbonisation Project, managed by the architects Haworth Tompkins, funded by and working closely in partnership with Arts Council England (ACE) and Historic England (HE). This project has delivered a new resource package, Developing a Decarbonisation Plan, to support cultural and heritage organisations responsible for historic buildings to have:
2.1.1 a clear understanding of the surveys, assessments, suppliers and consultants/ contractors, required to decarbonise their buildings
2.1.2 confidence to commission the most appropriate surveys and assessments to inform planning and decision making (e.g. installation of heat pumps, solar panels, fabric changes etc).
2.2 This new project in Wales now aims to pilot a support package for Welsh cultural and heritage sector organisations with decarbonising heritage buildings and to test the Developing a Decarbonisation Plan resource package for use in Wales. The project will also generate case studies which will be useful to other cultural and heritage organisations in Wales, increase understanding and confidence around decarbonisation within the Welsh cultural and heritage workforce, and provide a model which could be rolled out more widely across the sector in future subject to securing additional funding.
2.3 These aims will be achieved through this project by commissioning consultant/s to:
2.3.1 1. Produce an options appraisal for each of the 3 listed buildings owned /managed or used by 3 cultural and heritage organisations in Wales. This will be informed by surveys and assessments undertaken for each building and follow the whole building approach as set out by Historic England, Stage 1 – Gather Data and Surveys, Stage 2 - Assess and Plan and the Developing a Decarbonisation Plan resource package.
2.3.2 2. Produce case studies for each of the 3 listed buildings and an end of project report on the suitability of the Developing a Decarbonisation Plan resource package for cultural and heritage organisations in Wales. This should include guidance on whether any additional or different resources are needed, and feedback on the experience of using the resource package.
2.3.3 3. Deliver three face to face training events, one at each of the three buildings, to share learning with sector stakeholders, and a one hour webinar on the project and case studies, with illustrated slides.
2.4 The 3 buildings are:
2.4.1 1. Mostyn Gallery, Llandudno
2.4.2 2. The Park and Dare Theatre, Treorchy
2.4.3 3. Haverhub CIC, Haverfordwest
2.5 See the Information Sheets in the Appendix for further details on each building, including a checklist of all the documentation and data which will be made available from the organisations to the successful tenderers.
2.6 The project will be undertaken by the consultant in close partnership with Cadw and NLW’s Climate Action Programme Lead.
2.7 The budget for this project is fixed at £60,000 ex. VAT.
2.8 The project end date has been set for 31/03/2027.
