II.2.4) Description of the procurement
In accordance with the terms for the Council's Flexible Framework for Care at Home for Adults with Learning Disabilities and Mental Ill Health, it is now being re-opened for new Service Providers to be included under the same terms as the original tender exercise.
SERVICE PROVIDERS CURRENTLY INCLUDED IN THE FRAMEWORK DO NOT NEED TO RE-APPLY
Note that the initial 3 year term of the Framework commenced on 1 April 2025, therefore the end of the initial term of the contract will end on 31 March 2028 for all Service Providers in the Framework.
ORIGINAL CONTRACT NOTICE TEXT: The Framework Agreement is for the provision of Supported Living and Personal Care for Adults with Learning Disabilities/Mental Ill Health in accordance with agreed Support Plans under Option 3 of Self Directed Support to meet the required service outcomes.
The Flexible Framework will be for a period of 3 years with a further 2 one year extension options.
The Framework Agreement will be flexible to allow new entrants to join; the Council reserves the right to open up the Flexible Framework for new Service Providers at any time.

The procurement involves the establishment of a framework agreement
Justification for any framework agreement duration exceeding 4 years: The service is a “social and other specific” service under the Public Contracts (Scotland) Regulations 2015 and therefore not subject to the full requirements of the regulations. A flexible framework will be for a period of 3 years with extension options and open for new applicants to join.
