This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 6/03/26. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

The intention is to continue to work with the existing provider Primary Healthcare Darlington in providing primary care support to the Stop Smoking Service. The direct award would ensure sustainability of a high quality service with a provider with a proven track record of delivery.

PHD already work closely with CDDFT the provider of Darlington Stop Smoking Service, making PHD the most suitable provider, to provide a member of staff and access to GP data. PHD is a GP Federation insisting of 11 GP Practices covering an ever increasing population of 112,000+ registered patients in Darlington. This has enabled the 11 Practices to work together at scale to ensure consistent and equitable NHS services for the registered patients of Darlington.
