The procurement falls outside the scope of application of the Directive
Explanation
BCBC utilised the compliant Welsh Government Commercial Delivery(WGCD-PS-130-24) framework to direct award a
Legal Services for schools contract. There is an option to direct award, via the framework. 'If you decide that a single firm can meet your requirements based on the pricing and other information available to you, simply choose the one demonstrating best value for money when judged against speed of available response, quality, and price'. Capital Law are the company that best meet our requirements and meet all the criteria covering Lots 6 – Educational Law and Lots 7 –
Employment Law, within the specified region of South Wales. Also, feedback from the schools about their service to date has been positive and have built a good communication and support system with Capital Law. In accordance with the WGCD guidance, a direct award is an option if a single firm can meet all requirements as mentioned above, we were able to demonstrate this single firm was Capital Law.
