Abstract

Southend-on-Sea City Council (SCC) is reopening the Children's Residential and Accommodation Framework. The Framework was originally established in September 2025. A description of each lot and applicable sub-lot is as set out below.

Framework Lots:

Lot 1: Residential Care Provision

For children unable to reside with their family, providing care, support, and a nurturing environment. Below are the applicable sub-lots:

a) Individual Placements (including Emergency and Crisis Care)

b) Block Booking

c) Bespoke Arrangements

d) Respite Placements

Lot 2: Supported Accommodation

For 16-25-year-olds, offering housing with additional support services to help transition to independent living. This lot will encompass the previous Transitional Supported Housing services for 16-25-year-olds including young parents. Providing temporary housing with supportive services to help residents move towards and maintain permanent housing. Below are the applicable sub-lots:

a) Multi-occupancy accommodation for 16-17-year-olds with support on site

b) Multi-occupancy accommodation for 16-17-year-old Unaccompanied Asylum-Seeking Children with support on site

c) Solo placement accommodation for 16-17-year-olds with support on site

d) Multi-occupancy accommodation for young people 18 - 25 with No Recourse to Public Funds (NRPF): Please note that this sub-lot will not be re-opening as part of this requirement.

e) Multi occupancy for former relevant young people aged 18-25 who continue to have support needs but are not eligible for adult social care and/or young people aged 16 and 17 who are not looked after or a Child in Need but are homeless and require age-appropriate provision. Please note that this sub-lot will not be re-opening as part of this requirement.

f) Multi occupancy accommodation for Young Parents 16-25 with access to support on site including for a duration of gestation.

Original Contract Term is 3 years (36 months). This framework was originally established in September 2025 and therefore the Framework contract term has already commenced.
