The contracting authority has concluded that there is unlikely to be cross-border interest in the contract. The service provider provides employment for people from disadvantaged backgrounds for whose well-being the contracting authority has a responsibility, with each new person employed being recruited from either long-term unemployed or from another ‘hard-to-reach’ groups, including the long-term unemployed, ex-offenders and people with drug, alcohol or mental health issues, through an operation that, for technical reasons, is only undertaken by the service provider.
