Abstract

The services are clinical data management for linked health data including data cleaning. The clinical focus is on patients with rare diseases and cancers (breast, lung, colonic, ovarian, prostrate and blood cancers). The required services include reviewing clinical data from Genetic Medical Centres (GMCs) for completeness, consistency and quality to specified data models, definitions and NHS data standards.

The service provider will need to manage follow up with Genomic Medical Centres (GMCs) to address omissions, inconsistencies and non-standardized data. The tasks include secure management and handling of patient data.

Ideally, this work will be performed through access to the Genomics England secure data facilities.

Candidates will be assessed in accordance with Part 4 of the Public Contracts Regulations 2006, as amended, (implementing Title II, Chapter VII Section 2 of Directive 2004/18/EC) on the basis of information provided in response to a Pre Qualification Questionnaire (PQQ). Copies of the PQQ are available on request from Genomics England Ltd (see I.1). Completed PQQs must be returned to the Company at the address in Section I.1 before the deadline specified in Section IV.3.4.

Justification for the choice of accelerated procedure

The Company has now gathered sufficient information from external sources to serve as a clear and fair basis for tenders. For operational reasons — in particular, interaction with other active subsystems — the services described here are required urgently. Therefore, the tender is being conducted under the Accelerated Restricted process defined for these circumstances.

Objective criteria for choosing the limited number of candidates

The Company intends to invite between 3 and 6 candidates to tender on the basis of the ranking of candidates at the qualification / PQQ evaluation stage at which the criteria referred to in Part 4 of the Public Contracts Regulations 2006, as amended (implementing articles 45-52 inclusive of Directive 2004/18/EC) will be assessed and marked.

Lodging of appeals

Genomics England will incorporate a minimum 10 calendar day standstill period at the point that information on the award of the contract is communicated to tenderers. If an appeal regarding the award of contract has not been successfully resolved then the Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within 30 days).
