Abstract

The services required are:

— The provision of a Customised off the Shelf (COTS) core integrated policing software application (or set of applications), covering Crime, Intelligence, Custody and Case, in line with UK Police Force regulations and requirements;

— Support with the installation, configuration, customisation and commissioning of the core integrated policing application;

— Ongoing support and maintenance of the application.

It is intended that the initial term of the contract will be for 1 year, with an option to extend by 2 years, and then 2 further periods each of a year.

The system will also be required to interface fully with BTP's new Command and Control System which is being procured in parallel.

Total quantity or scope

One core integrated system with crime, intelligence, case and custody with a golden nominal, which can interface with BTP's new Command and Control system being procured in parallel. To be used by 3 000 police officers and staff across the mainland UK.

It needs to interface with existing Force and National IT systems for example PNC, Pentip and PND.

III.1)

Conditions Relating to the Contract

III.1.1)

BTP may require a parent company guarantee, performance bond or similar security.

It is envisaged that a combination of delivery and interim payments will be used.

Where a consortium wishes to bid, the Authority reserves the right to require a joint and severally liable contract, or to contract with a legal entity made up of the consortia companies.

Other particular conditions to which the performance of the contract is subject

The supplier will agree that all members of staff, subcontractors or any other type of human resource provided or in a position to access BTP data will be subject to vetting. Individuals who fail vetting will be barred from the contract. The reason for failing vetting will be disclosed to the individual but not the company.

The supplier will agree to sign a Data Processing agreement in line with ACPO guide lines.

BTP will incorporate a minimum 10 calendar day standstill period after notification of the award decision to unsuccessful applicants.
