Property Services Design Consultancy Framework:
Northumberland County Council wishes to create a building design consultancy framework to supplement the in-house team in the delivery of a design and project management function for the property-related capital programme. The consultancy will include architecture, services engineering, structural engineering, quantity and building surveying, environmental design, CDM co-ordination, ecology and clerk of works functions.
Projects to be delivered through the framework will be associated with a number of capital programmes:
1. The Estate Transformation Programme, i.e. the refurbishment and upgrading of existing Council premises to support ‘new ways' of working for Council services.
2. The Property Stewardship Programme, i.e. the delivery of a life-cycle capitalised maintenance programme to the corporate portfolio — boiler replacements, rewires, re-roofing, window replacement, etc.
3.The Schools Capital Investment Programme, i.e. the delivery of a life-cycle capitalised maintenance programme to the schools portfolio — boiler replacements, rewires, re-roofing, window replacement, etc.
4. The Leisure Condition / Invest-to-Save Programme, i.e. the delivery of a life-cycle capitalised maintenance programme to the leisure centre portfolio — boiler replacements, rewires, re-roofing, window replacement, etc. together with more specialist improvement works associated with swimming pools and leisure facilities.
The number of projects delivered annually against these programmes is in the region of 150 with an annual expenditure of approximately 8 000 000 GBP. Individual project values range from 10 000 GBP to 500 000 GBP.
