Abstract

The Owner's Engineer will provide technical assistance and advisory services during the procurement of the EPC Contractor (and separately the M&E contractor) up until financial close of the Project, and at Owner's option during the construction phase. This will include:

— Reviewing relevant background documents relating to the project and the procurement strategy,

— Assisting in the shortlisting of candidates,

— Carrying out a technical review of tenderers outline solutions,

— Participating in dialogues with tenderers,

— Assisting in the tender evaluation and contract award,

— Assisting in the negotiations and finalisation of the EPC contract and completion of the schedules to the EPC contract,

— Environmental and social involvement,

— Responding to Lenders' questions with regard to the EPC Contract, and liaising with Lenders' Technical Advisor, and

— Advising and providing ongoing assistance during construction and the defects liability period, if requested among other things, as further described in the Descriptive Document.

The duration of the Owner's Engineer consultancy services agreement is indicative and is subject to the needs of and timetable for the Project. It is anticipated that initial involvement during procurement of the EPC and M&E contractors will last up to 18 months. The estimated contract value in Sections II.1.5) and II.2.6) is for this period only, and does not include construction-period services.

At owner's option, Owner's Engineer will provide technical assistance and advisory services during the construction phase.

The construction period is anticipated to last approximately 3 years, with an additional 1-2 years depending on length of defects liability period.

Procurement of the EPC contractor and separately a short list of mechanical and electrical contractors will follow the competitive dialogue process. The winning EPC contractor will be responsible for complete procurement of all works and services related to the EPC contract, including mechanical and electrical, and inter-connection.

Justification:

The minimum time limit for receipt of the PQQ and request to participate is being shortened to 15 days due to the needs of the contracting authority in securing a technical adviser as soon as possible.

Shortlisted candidates will have 3-4 weeks to prepare and submit their tender.
