Abstract

Tenders are being sought to provide kennelling services in relation to stray dogs received by the Councils Dog Warden Services. There are three options available for contractors to bid for, as outlined below.

Option 1 — Kennelling Services covering both Bassetlaw District Council and Newark and Sherwood District Council

Option 2 — Kennelling Services covering Bassetlaw District Council only

Option 3 — Kennelling Services covering Newark and Sherwood District Council only

A service covering both districts as per option 1 is preferable, however those Contractors who's facilities may not have capacity to accommodate both districts are encouraged to bid for either Option 2 or 3 as may be appropriate.

The Councils are inviting bids for the provision of Kennelling Services for both Councils. There are options available for Contractors to bid;

Option 1. The provision of adequate kennelling facilities for the kennelling of stray dogs which have either been collected by the Councils Dog Control Services or found by members of the public in both the districts of Bassetlaw District Council and Newark and Sherwood District Council

Option 2. The provision of adequate kennelling facilities for the kennelling of stray dogs which have either been collected by the Councils Dog Control Service or found by members of the public within the district of Bassetlaw District Council only.

Option 3. The provision of adequate kennelling facilities for the kennelling of stray dogs which have either been collected by the Councils Dog Control Service or found by members of the public within the district of Newark and Sherwood District Council only.

Precise information on deadline(s) for review procedures:

Bassetlaw District Council will incorporate a minimum ten (10) calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two (2) working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three (3) working days before the expiry of the standstill period. Such additional information should be required from the contact details provided in section 1.1 of this notice. If an appeal regarding the award of the contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within three (3) months. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
