II.2.4) Description of the procurement
AIEC Limited and Aberystwyth University intend to undertake this procurement as a joint procurement in accordance with Regulation 38 of the Public Contracts Regulations 2015, with AIEC Limited managing the procedure on behalf of both bodies.
It is intended that two construction contracts will result from this procurement; both being awarded to a single contractor as follows. The works will be carried out contiguous with one another:

2/AIEC Limited/Scheme elements 2-5 inclusive, as listed above.
A full OJEU Restricted Procedure is being adopted as the procurement route for the Principal Contractor for the contracts, under The Public Contract Regulations 2015, based on a Two-Stage Design and Build approach. The Form of Contract will be JCT DB2011, with a pre-construction appointment being arranged for the pre-construction stage.

Willmott Dixon Construction Limited are appointed to the first stage of a two-stage design and build contracting arrangement. The tendered cost submissions were for contractor's stage one management and preliminaries costs only, and evaluated on that basis. Whilst this notice quotes GBP 27.5m as the award value, at this time this remains the estimate for the ultimate contract cost at conclusion of the second stage with Willmott Dixon Construction Limited.

VI.4.3) Review procedure
Precise information on deadline(s) for review procedures:
The Contracting Authorities will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Participants who are unsuccessful shall be informed by the Contracting Authorities as soon as possible after the decision has been made as to the reasons why the participant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations, as amended, provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Contracting Authorities to amend any document and may award damages. If the contract has been entered into the
Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authorities to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
