The procurement falls outside the scope of application of the Directive
Explanation
The value of the contract was above the OJEU thresholds, however a suitable framework agreement was sourced to run a mini competition with suppliers who have already been vetted under the OJEU criteria. The framework utilised was the Crown Commercial Services framework agreement, Consultancy One (reference RM1502). The mini-competition was carried out under Lot 5.4 External Audit and Advice Services.
