The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
As a result of a open procurement competition only one Service provider was identified as having the capacity and appropriate premises to deliver this service. As detailed in Recital 41 this contract has the potential to impact on animal life it is critical that all services undertaken by the contractor are in adherence to the timescales dictated by the Legislation. This action enables the enforcement of measures necessary to protect animal life.
