Abstract

Building upon the success of the CRT and the step up : down beds, Wrexham ASC and BCUHB are seeking to expand support for people who have nursing needs and who have been assessed as medically stable and no longer require a hospital setting to meet their remaining care needs. The key way the partnership hope to achieve this is through the development of a single Discharge 2 Assess/ step up : down facility which will provide a therapeutic environment for ongoing assessment. We are keen to hear from the market (residential and nursing care providers as well as RSLs and developers) with options for the potential development of such a facility, in order to help shape the development of the model. We are interested to understand the ideas and opportunities that the market is able to put forward in terms of delivering on this vision.

Questions raised by interested parties and subsequent responses

Q1 - Is the tender to provide the building and the support
service?

A1 - Providers are invited to submit a range of innovative
proposals, which may span from provider as landlord,
to provider as landlord and support service provider
(care and/ or nursing). We are also interested to hear
from providers who would be willing to work in
partnership with external care and nursing agencies in
order to deliver a whole systems approach

Q2 - If it’s only the building, who do you envisage holding
the lease?

A2 - It is envisaged that we commission the facility/ beds
from a provider. We would therefore anticipate that
the provider is the leaseholder

Q3 - What is the client group?

Q3 - It is expected that the client group will be older
people (aged over 65 years of age), who have been
assessed as no longer requiring an acute hospital
admission, but whose needs are such that they cannot
be met within their own home.

Q4 - What timescales are you working to in terms of the
accommodation being ready to use?

A4 - We are able to be flexible over timescales for the
accommodation to be in use. Whilst we would hope the
facility to be completed within 18/19, there may be
scope for work to be extended into 19/20 if required.
