In Section 1.2), it stated that this procurement is a joint procedure and contract award is by a Central Purchasing Body. The Framework Agreement is not a joint contract, it is a Central Purchasing Framework Agreement operated by Business Services Organisation, The Contracting Authority(ies) has identified the Most Economically Advantageous Tender(s) (MEAT) on the basis of the “lowest price/cost” submission. Compliance with all elements of the specification and all other requirements as listed in the tender documentation has been demonstrated.
The range shownin II.2.14) and VI.3 of Contract Notice 2017/S 176-360418 for the 4 Lots and applicable sections in this tender will be used in the assessment of issues relating to materiality should they arise during the period of the framework agreement. In Lot 3 the following were not awarded — Section 2 Baxter, Section 3 Beckman, Section 4 Beckton Dickenson, Section 5 Bio-Rad, Section 6 Centurion, Section 8 Dade, Section 9 Diamed, Section 11 — Hangzhou, Section 15 IEC, Section 17 Labnet, Section 18 Legend, Section 20 Nuve, Section 21 Ortho, Section 23 Shandon and Section 26 Statspin. In Lot 4 Section 1 Diamed was not awarded.
