Welsh Government Warm Homes - Arbed is the Welsh Government’s flagship all-Wales, area based Fuel Poverty and Energy Efficiency provision for residential properties. It is part of the Welsh Government Warm Homes Programme, which also includes the demand-led Welsh Government Warm Homes - Nest.
The Scheme Manager will work with Wales’ twenty-two Local Authorities to identify, develop and deliver suitable Area Based Energy Improvement Schemes, which will specifically target reduction in Fuel Poverty in Wales, year on year, focusing delivery to counter Severe Fuel Poverty in preference to baseline Fuel Poverty.

II.2.4) Description of the procurement
This tender will secure a Scheme Manager to manage an end to end service to deliver the Warm Homes Arbed 3 project. The service includes the marketing and targeting of dwelling houses in partnership with Local Authorities and to a lesser extent Registered Social Landlords. The Scheme Manager will scope, design and deliver Energy Efficiency Measures to dwellings resulting in benefits of reduced energy costs and/or improved comfort and wider outcomes for householders and carbon savings for Wales. The service will ensure householders are engaged throughout and are given a full and timely understanding of how they will take full advantage of improvements.
Bidders are invited to submit Bids to become the successful Service Provider to manage and deliver an All-Wales Area-Based Fuel Poverty Scheme (Arbed), whilst achieving and maintaining consistently the highest services and standards throughout the term of the Agreement.
