Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
No tenders or no suitable tenders/requests to participate in response to open procedure
Explanation
An open procedure returned no suitable tenders. The requirement is specialised in its nature and there are few capable economic operators in the market (PIN 2018/S 094-213435). The open procedure (CN 2018/S 147-336642) resulted in 2 bids from 2 capable economic operators. Neither tenders fully met the published requirements but both appeared potentially capable of meeting the requirements with some material changes. The open procedure does not allow negotiation and material refinement of solutions, accordingly the PPF stopped the open procedure and invited both capable bidders to participate in a negotiated procedure without prior publication.
