Abstract

The Tywi Gateway Trust wishes to appoint a design team which will include a conservation architect and landscape architect with other specialist consultant support, to guide us through the process of delivering the Heritage Lottery Funded Tywi Gateway Project at the Bishop’s Park, Old Bishop’s Palace, Abergwili, Carmarthenshire, SA31 2JG (NGR SN441209). This project will conserve, restore and rejuvenate the nationally important Bishop’s Park (a registered historic park and garden) and listed Old Bishop’s Palace outbuildings, working with the local community and project partners Carmarthenshire County Council and the Representative Body of the Church in Wales to create an education and interpretation centre and café, providing opportunities for sustainable income streams to support the long-term management and maintenance of the site. The site is located in the settlement of Abergwili, immediately to the east of Carmarthen, and lies directly to the south of the A40 trunk road. An initial Development Stage of the Tywi Gateway Project, supported by the Parks for People Heritage Lottery Fund scheme, was undertaken from 2014 to 2016 and took restoration designs through to RIBA Stage 3. Now, having secured further funding from the Heritage Lottery Fund, Carmarthenshire County Council and other funders for the Delivery Stage of the project, the Tywi Gateway Trust need a design team, led by an accredited conservation architect alongside a landscape architect, to work with the Trust and a team of specialists, including ecologist, archaeologist and interpretation specialist. We need you to ensure that we have detailed designs that will enable us to achieve these objectives, producing drawings and documents to RIBA stage 7. The project must be completed within the available resources, to a high quality and to a tight timescale so that the sustainability of the Bishop’s Park and Tywi Gateway Centre can be secured for the future.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Lead Consultant will be an Accredited Conservation Architect with relevant experience and expertise in relation to historic building restoration and adjoining new build design, in particular with comparable early-mid 19th century buildings and structures. The team will also include a landscape architect with relevant experience and expertise in relation to comparable historic parkland restoration of nationally important designed landscapes and in particular to early-mid 19th century parks and gardens.

Additional design team members are expected to include, but not be limited to, Mechanical and Electrical Engineer, Quantity Surveyor/Clerk of Works and Cost consultant. Input from a Catering consultant, Interpretation consultant, and Arboricultural consultant is also expected.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Tenderers are invited to identify how they will contribute to the broader community benefit which is being delivered through the Tywi Gateway Project. Such contributions could add to the educational, volunteering, training and interpretational opportunities on offer to visitors to the Bishop’s Park and Museum.
