Abstract

For the range of chemicals to be supplied and delivered to clean and waste water treatment works within Thames Water's operating region. The service provider(s) will work with Thames Water to ensure their on-going compliance with all current and future legislation pertaining to health and safety and chemical — supply, transportation, delivery and usage.

Typical usage of inorganic chemicals — clean water:

Used for pH correction, chlorination, regeneration of ion exchange, membrane cleaning, descaling and preservation.

Typical usage of inorganic chemicals — waste water:

Used for demineralised water treatment, final effluent oxygenation, pH control, sludge conditioning prior to dewatering, odour treatment, alkalinity addition and flue gas clean up at the sludge power generators (SPGs) and boiler water treatment.

Thames Water currently consume a number of different chemical products that are required to be used during the process of clean water production and waste water treatment. The range of chemicals includes, but is not limited to the following: ammonium sulphate, caustic soda, formic acid, hydrochloric acid, hydrogen, peroxide, magnesium sulphate, nitric acid, pure dried vacuum salt, salt pebbles – aquasol, sodium, bisulphite, sodium chlorite, sodium hypochlorite and sulphuric acid, citric acid, de-ionised water and nitric acid.

The range of chemicals listed above are categorised by Thames Water as inorganic chemicals. The range of inorganic chemicals that are required may need to be supplied and delivered in a variety of delivery methods; bulk deliveries of inorganic chemicals to be delivered in volumes that necessitate delivery via bulk road tanker, packaged deliveries of inorganic chemicals may need to be delivered in various formats, including, but not limited to: pressurised containers, 500 to 1 000 litres intermediate bulk containers (IBC's), along with small packages in the range of 5 litres to 25 litres. Intermediate bulk containers (IBC's) may be required to be delivered by a vehicle with off loading equipment.

Based on the responses received, Thames Water reserve the right to issue sole or multiple awards for each lot of this agreement to achieve the most efficient and economical service solution and the security and consistent continuity of supply and delivery. This may include splitting lots by regional demarcation, by strategic sites and satellite sites, waste sites, clean sites or for a combination of both waste and clean sites.

Thames Water reserve the right to enter into a contract or contracts for the provision of all or any number of lots.

During the agreement Thames Water may explore and introduce and adopt an inventory management service model for the management of their chemical portfolio, so the service the provider(s) will need to be able to demonstrate that they have the experience and the capability to facilitate an autonomous chemical management process.

Thames Water is looking to improve the overall cost effectiveness and operation of its water production and waste treatment processes and have a number of objectives to target linked to chemical supply that may include, but are not limited to: optimisation of chemical usage, alternative chemistry trials, identification and delivery of service efficiencies, increasing green credentials, improving recycling and management of residual chemicals and waste products (including packaging and containers). The service provider(s) will be expected to support Thames Water in the spirit of collaboration and transparency to achieve these objectives.

The framework agreement is intended to be awarded for an initial term of 5 years with options for incremental extensions to extend the agreement up to a further 3 years, for a maximum duration of 8 years.
