Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of framework agreements. Our members include organisations providing services to the whole public sector including social housing providers, local authorities, blue light services and education and health related organisations.
EEM are conducting this tender exercise to procure a roofing works framework to replace our existing frameworks – EEM0028 Re-Roofing and EEM0017 Roofing Repairs. The framework will provide EEM Members with a provision for planned and responsive roofing services across both domestic housing stock and commercial properties.
The framework will be split into the following workstream lots:
Lot 1: Planned Roofing Works;
Lot 2: Roofing Replacement and Repairs.

II.2.4) Description of the procurement
This lot is being created to support Members with specific planned roof replacement programmes. The works may include additional services such as insulation, roofline works and small repairs, but all works will be completed as a planned package rather than ad-hoc or responsive.
This lot will be further split into geographical sublots as detailed below:
Sub-lot 1: East Midlands;
Sub-lot 2: West Midlands;
Sub-lot 3: National Coverage.
Contractors can apply for any mixture of the defined lots.
The main elements of worked covered by this lot will be:
Full or partial roof replacements – slating and tiling (planned programmes only)
Full or partial flat roof replacements – bituminous felts, single ply, liquid and GRP systems (planned programmes only);
Full or partial roof sheeting replacements – standing seam, composite panels, over roofing, (planned programmes only);
Roofline works including fascias, soffits, barge boards, eaves and guttering;
Leadwork, chimneys, flashings – repair and replacement;
Top up and replacement of loft/roof insulation;
Access and scaffolding;
Survey and design services.
The EEM Membership combined property stock is in excess of 2 500 000 properties typically consisting of a mixture of domestic housing stock, bungalows, blocks of flats, and sheltered housing schemes as well as garages, communal buildings, corporate buildings, hospitals, student accommodation, universities and depots.
Works will be undertaken across all property types. The contractor will generally be required to carry out all of the work while the property is occupied but on occasions, because of the nature of the work required, the contractor may be required to carry out part or all of the work to vacant dwellings.

This lot is being created to support members looking for a contractor(s) to provide a full range of roofing services on both a planned and responsive basis. This lot will include work for both responsive repair and maintenance work and roof replacements. Full or partial replacements may be completed through a planned programme, a roof found to be beyond economic repair or a one-off emergency replacement to a fire damaged property.
This lot will be further split into geographical sub-lots as detailed below:

Sub-lot 2: West Midlands;
Sub-lot 3: National Coverage.
Contractors can apply for any mixture of the defined lots.

The framework is being procured by Efficiency East Midlands Ltd (‘EEM’) on behalf of their members and the other organisations described below as being authorised users. The following contracting authorities will be entitled to agree and award contracts under this framework agreement:
1) Any member of EEM which for the avoidance of doubt currently includes 3 partner consortia —Westworks, Advantage South West and South East Consortium. A full list of current members is available at www.eem.org.uk
2) Any future member of EEM or our partner consortia, and in all cases has being an organisation which has applied to join EEM or our partner consortia in accordance with the applicable constitutional documents;
3) An EEM participant being an organisation which is neither a current or EEM Member (as defined at 1 above)nor a future member of EEM (as defined at 2 above) based within England and Wales which owns and/or maintains/manages housing stock in one or more geographic area in which it operates and/or is an NHS Trust(which includes Acute Trusts, Mental Trusts, Care Services Trusts and Ambulance Trusts) or organisation,police authority, fire authority, ambulance trust, university, higher education, further education college, school academy or other public sector organisation.
The call-off contract’s to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise begun by publication of the contract notice may extend for a duration of up to 4 years beyond expiry of the 4-year term of the framework agreement.
